Construction of Arabsiyo Community Resource Centre (Community meetings, dialogues, training center, library)
Arabsiyo is an agricultural district situated 30km West of Hargeisa, with an estimated population of 22,500 inhabitants (3750 HH). The people living in this village are mostly Agropastoral communities who have small farms and livestock. The delivery of basic social services is generally good in terms of access to health and education. There is a water borehole funded and drilled by other NGOs and rehabilitated by DRC which is located 2km from outside of the District.
Arabsiyo Community has participated in the GENDER-SENSITIVE CLIMATE VULNERABILITY AND CAPACITY ASSESSMENT (GCVCA) and CAAPs development and update, identifying their own problems and priorities based on their own contexts and understanding. It was a highly structured and systematic process relying on interdisciplinary teamwork and special strategies for gathering information. All the different community groups, Women, youth, and elders were involved in the whole process, and Young women participate in the process CAAPs development.
Following the process of the GCVCA through compiling CAAPs products DRC Hargeisa Office has organized a consultation meeting with the Arabsiyo community led by the village authorities (Mayor) and various committees established by DRC. Women, youth, elders, and marginalized groups participated in identifying the most important project that the community needs to be implemented. Regarding those issues, the Arabsiyo community identified the most prioritized projects among the projects identified during the CAAPs development. Since Arabsiyo relatively large population with a well-developed education system; The community raised the need for a Community center to use as Library; meeting, and other social affairs to:
a) Foster literacy of all kinds in the district. Literacy is a critical factor in economic and social participation, removing barriers to education and employment.
b) Support culture and creativity, providing free and equitable access to vast collections of books
c) Provide public spaces. The community also needs inclusive, well-designed public spaces to offer flexible designs to meet community needs, incorporating places to relax, with exhibition spaces and meeting rooms.
The Mayor of the district and different district committees such as the Village Development Committee, Early Warning Early Action Committee, NRM Committees, and VSLAs came together and agreed to build a Community center for Arabsiyo. Then they elected Social Affairs (VDC/SAC) who are responsible for leading this community development activity. The SAC elected its leadership and bank signatories. The Committee then opened Bank accounts in Darasalam and Dahabshil for their community contribution. The total project cost is $ 58,361.60; DRC will be contributed 70% while the community will be contributed 30%. According to this community project, the Bulshokaab platform online is used to track the transactions of an individual voluntary contribution to the project account. This will increase the transparency and accountability of the project contributions and the trust of the contributors.
Tuulo Samokaab is small village situated 35km west of Lasanod. It is a home for approximately 400 households. The livelihood source of this community is depending on the livestock; particularly camels and shoats.
