Rehabilitation of public water borehole of Siincaro

Sincaro is a very small village located 30KM from Ceel-afweyn district which its community always is pastoralists, livestock and while its livelihood of social and economic status of the community as well as the general understanding of what constitutes wealth and poverty in Sincarro village including small shops, water sellers, livestock and small traders in the village level. Drawing from the Participatory Rural Appraisal (PRA) undertaken in Sincarro village, there is an indication that the Sincarro community is mostly composed of poor class (40%), followed by about (55%) being considered middle class, with very few falling in the category of very rich (5%) as shown on Table 2.1. It is important to note that the proportions represented here are mean values computed by averaging various approximated values based on the community’s perspectives of their community and understanding of what constitutes wealth and poverty. Details about the wealth and wellbeing ranking have been summarized in the table below. The public resources (e.g., school and shallow well, etc) are owned and accessed by the all-community members, while the private resources (berkads, small businesses, etc) are owned by individuals but accessible by any community member who can afford to pay for the services rendered there. With respect to community participation in the existing institutions by gender, age groups and special groups; it was reported that only men manage the water management committee, while both women and men participate in health and sanitation committee. in times of crises, the community depends on Village Committees and traditional leaders for internal support. The type of support received included: fund raising and mobilization of needed resources, local contributions, information sharing and seeking external aid and support. From a social standpoint, both the village committee and traditional leaders can be viewed as community internal institutions, therefore this could imply an enhanced level of community empowerment. Village Committee are charged with making important decisions on the developmental initiatives of the community by providing oversight role, link between the community and government, and resource mobilization and fundraising in times of crises. As stated earlier, it is imperative to report that community elders stood out as reliable, respectable and resourceful persons in the community when it comes to making important decisions within on community developments. Most importantly, it was widely appreciated that their pivotal role in decision making has yielded gains and positively impacted on the lives of the community members. In this regard, the community elders are key community resource persons to be strategically involved during the community entry, community mobilization and engagement, resource mobilization, project design and implementation, and community-based project management. Community empowerment in this context has been looked as the extent to which the community is empowered (either socially or economically) to contribute and mobilize the needed resources within and external bodies of the communities towards implementing the various desired coping/adaptive strategies. In this regard, the community demonstrated their capacity to mobilize resources internally towards implementing various desired coping strategies as a vehicle to enhancing their adaptive capacities. Predominantly, the mentioned resources included availability of labour force mostly to be provided by men and contribution of funds depending on their capacities through various institutions/groups e.g., individual community members and VDCs. This willingness to economically and socially contribute towards implementing and realizing sustained adaptive capacity in the community is a good signal of enhanced community empowerment, which is vital to the ownership and sustainability of targeted interventions. Finally, the VDC members has responsibilities of the opening community bank account and elected sub-committee for managing bank account transaction in terms of withdrawals, payments and deposits and they also provide the reports related into the fundraising campaigns and which community needs to see the status of their contribution. The community project for crowdfunding of Sincaro village is to make rehabilitation of the public water borehole in the village. Contributors send money contributions to the community bank accounts from Dahabshiil and Darul-salaam banks which are linked to the Bulshokaab online platform in order to ensure the transparency and accountability of the community fundraising. However, the total budget of the project is $ 27000 of which $7000 will be fundraised by the community through Bulshokaab to access a matching fund of $20,000 from the agency to implement their project.
